Restriction Enzyme Digestion

I am trying to digest DNA purified from 0.4% formaldehyde fixed paraffin embedded samples. The DNA quality is excellent and I am able to PCR amplify products of various sizes. When I try to digest my DNA with RE before PCR amplification it will not cut the DNA at all. So far I have tried, EcoRI, MspI, HpaII and HhaI. I have tried diluting the DNA, reprecipitating the DNA and a uncrosslinking step, nothing has allowed even a small amount of cutting. Nothing seems to work. Does anyone have any other suggestions.
