nucleic acid labelling for flow cytometry analysis

I am looking for an optimal pair of dyes to label an RNA probe hybridizing to oligonucleotides displayed on beads.
Here below the relevant info:
BD FACSAria
3 lasers:488nm, 633nm, 407nm
request for dye pair with max extinction coefficient, minimum quenching
compatible with direct incorporation, modification allyl-rUTP or synthetic DNA derivative
current sub-optimal choice: Cy5 (highly sensitive) and FAM (poor sensitivity)
