Surprinsigly IPTG induction

Hello!
I am doing protein (19kDa) expression by using the pet19b vector in BL21 cells. Surprisingly I detected induction with and without IPTG. Does anyone know the reason? Thanks!

I have cloned the gene of 1.2 Kb into pET vector. when inducing with IPTG or lactose i was not getting any expression.
i tried lower temperatures, i tried diffrent IPTG and LActose concentrations. same gene was expressing under pBAD promoter? can u suggest me what to do to get expression under T7 promoter?
